Make "Create Template" command easier to find

It's not always clear where to find the command to create a new template. Perhaps it could be an option everywhere a template can be selected, or at least everywhere in the Planbook Settings > Templates. Currently, I can't see the command unless I first sort by Template Name. That is not intuitive, IMO.
