Scrolling Through Items

It seems when there is a category for something, it simply list the items but I am unable to scrolling through not for sure that is a coding glitch or not. However a search bar for each category filter would be helpful to find thing easier. Example looking for standard, search by state then search by subject, and so forth. Having the option to scroll and search would be helpful in case if here is a functionality issue.
